The revised EU Packaging Directive could lead to empty package sendout

This week, the European Parliament voted to revise the Packaging and Packaging Waste Directive in response to the increasing issue of packaging waste, particularly in the context of e-commerce. The revision awaits negotiations with the European Council.

Below are key takeaways for e-commerce:

🎯New targets: The newly approved directive sets ambitious targets for reducing overall packaging waste by 5% by 2030, 10% by 2035, and 15% by 2040 (for plastic +5% per date). The Parliament aims for 100% of packaging to be reusable or recyclable by 2030, proposing a ban on ultra-thin plastic carrier bags and heavy restrictions on single-use packaging formats. Additionally, by 2030, 10% of all shipments will be sent in a closed system with reusable packaging… which means returns of packaging could be required, even if the customer decides to keep all the items!

😟Concerns about Reusable Packaging: Critics argue that the lack of uniform logistics standards across the EU may make the return of reusable packaging problematic, especially in cross-border e-commerce. The German association of e-commerce expressed concerns about the potential environmental impact of empty boxes being shipped across Europe in reverse logistic operations.

🧑‍🎓Potential Solutions: Some solutions are suggested to address the challenges of reusable packaging and the directive, namely reusable hubs and eco-friendly logistics.

  • Reusable hubs: inclusion of logistics providers or postal companies so that consumers could return the reusable packaging materials to the delivery person at the door. This would create reusable areas to limit distances in reverse logistic operations

  • Eco-friendly logistics: negotiating deals with carriers to ensure the use of eco-friendly vehicles for the process (100% electric vehicles or any other form of 0% carbon foot-print logistics).

Surge in secondhand sales to be boosted by “right to repair”

Marketplaces, including Amazon, Vinted and eBay, are experiencing a surge in secondhand sales as consumers grapple with the cost of living crisis and prioritize sustainable shopping practices. Deep dive → Guardian

🔄Amazon's boost in secondhand sales: Amazon reports a 15% increase in secondhand goods sales, reaching £1 billion across the UK and Europe in the first 9 months.

👗🛋️eBay's Used Fashion and Furniture rise: eBay in the UK sees a 20% YoY increase in secondhand fashion listings, with a notable 140% rise in secondhand furniture sales.

📦Yodel's surge in secondhand parcel deliveries: Delivery firm Yodel notes a 162% increase in deliveries between homes, primarily driven by the demand for secondhand goods, emphasizing a shift toward sustainable and pre-owned items.

The trend for the sale of used items is likely to continue as the European Parliament this week adopted stricter “right to repair” rules that would make sellers prioritize repair options for consumers. Rules aim to reduce some of the cost barriers in the repair sector. Deep dive → SiliconRepublic | HKDTC

🙋‍♂ User choice: Consumers will have a choice to repair rather than buy, even after the warranty of their product expires.

⚖ Transparency: All independent repairers, refurbishers, and end-users would be able to access spare parts, repair information, and tools at a reasonable cost under the proposed Directive. Online platforms should also operate to assist consumers in finding local repairers and other sellers of refurbished goods locally

💰 Repair funds: Member States offer refurbishment vouchers and other financial incentives to consumers through their national repair funds.
